EU PPWR & EPR for Shopify: packaging compliance by 12 August 2026

The EU Packaging & Packaging Waste Regulation (PPWR) brings core obligations that are binding from 12 August 2026. If you place packaged goods on the EU market, including selling to EU shoppers, you need to be registered and documented. Here’s what applies and how to prepare.

Does the EU PPWR apply to my store?

It applies if you place packaging on the EU market; this includes cross-border online sales to shoppers in the EU. It applies regardless of where your business is based; what matters is that your packaged goods reach the EU.

What is binding on 12 August 2026

  • National EPR registration. Register with the packaging scheme in each EU country you sell into, for example LUCID (Germany), Citeo (France), CONAI (Italy), Ecoembes (Spain).
  • Authorized representative. If you’re established outside the EU, appoint an EU-based authorized representative.
  • Packaging documentation. Record the material, weight and annual volume of your packaging for reporting.

What phases in later

  • ~2028, harmonised labelling. A packaging label plus a machine-readable data carrier (QR). Prepare the data now.
  • 2030, design rules. Minimum recycled content, empty-space (void) limits, and reusable options at checkout.

What to do before 12 August 2026

  1. List the EU countries you sell into.
  2. Register with each country’s EPR scheme (or confirm your status).
  3. Appoint an EU authorized representative if you’re non-EU.
  4. Document your packaging: material, weight and annual volume per type.
