EU PPWR: the Packaging and Packaging Waste Regulation for online stores

Regulation (EU) 2025/40, known as the PPWR, is the EU’s single rulebook for packaging. If you sell physical products to shoppers in the EU, it changes what you have to register, document, and design. This guide explains what the regulation requires, who it affects, the timeline, and the practical steps to be ready by 12 August 2026.

What the PPWR is

The PPWR replaces the older Packaging and Packaging Waste Directive with a regulation. That difference matters. A directive sets goals that each Member State turns into its own national law, which is why packaging rules used to vary so much from country to country. A regulation applies directly and uniformly across the whole EU. The aim is one consistent set of rules for how packaging is placed on the market, how it is documented, how it is designed, and how it is eventually collected and recycled.

The regulation covers all packaging: the box or mailer a product ships in, the retail packaging on the product itself, and any grouping or transport packaging in between. It sets obligations across the full life of that packaging, from design and material choice through to registration, reporting, and end-of-life collection. Some of those obligations are already effectively in force through existing national schemes, and some are new and phase in over the second half of the decade.

Who it affects

The PPWR applies to anyone who places packaging on the EU market. For an online store that means the packaged goods you sell to EU shoppers, including cross-border sales from outside the EU. You do not need a warehouse, an office, or a company in the EU for the rules to reach you. What triggers the obligations is the packaging arriving on the market of a given country, so the relevant question is always “which countries do my parcels ship into” rather than “where is my business based”.

In practice, most small and mid-sized Shopify merchants selling into the EU are treated as the producer of the packaging they put on each national market. That is the concept at the heart of Extended Producer Responsibility, covered in detail on our EPR for packaging page. Being the producer is what pulls you into national registration and reporting, so it is worth confirming your status early.

Key obligations on 12 August 2026

Several duties become the enforceable core of packaging compliance from 12 August 2026. These are the ones to get right first, because they are checkable and, in some cases, enforceable at customs or through marketplace delisting.

1. National EPR registration

You must be registered with the national packaging register in every EU country you place packaging on the market in. Each country runs its own scheme, for example LUCID in Germany, Citeo in France, CONAI in Italy, and Ecoembes in Spain. Registration is per country, not once for the whole EU, so your footprint drives how many schemes you deal with.

2. Authorized representative for non-EU sellers

If your business is established outside the EU, you generally have to appoint an authorized representative inside the EU who is empowered to handle your packaging obligations. Under the PPWR this can be required per Member State you sell into, so a single representative may not cover your whole footprint. Confirm the position for each country.

3. Packaging documentation

Your declarations are built from data: the material composition, the weight, and the annual volume of the packaging you put on each market. That means mapping every product to a packaging type and recording what that packaging is made of and how much it weighs. Without this data you cannot file an accurate EPR return.

4. Empty-space limit for e-commerce parcels

For e-commerce and grouped packaging, the empty-space ratio must not exceed 40 percent from 12 August 2026. Void fillers such as air cushions, bubble wrap, and paper fill count as empty space, so the practical fix is to right-size boxes to the products inside them.

How to get ready

  1. List every EU country your parcels ship into. This is your packaging footprint and it decides where you have duties.
  2. Register with each country’s EPR scheme, or confirm you are already registered, and store your registration number.
  3. If you are established outside the EU, appoint an authorized representative for each Member State that needs one.
  4. Define your packaging types with their material and weight, then map every product to one so your documentation is complete.
  5. Review your box sizes and void fill so parcels stay under the 40 percent empty-space limit.
  6. Keep declaration-ready records per scheme, and start preparing the data the 2028 label and data carrier will need.
