Packaging recyclability and design-for-recycling rules

Beyond registration and reporting, the PPWR sets a direction for how packaging should be designed: recyclable, lighter, and increasingly made from recycled material. These design duties phase in toward 2030, but the data you record now decides how hard they are to meet later. This page explains the requirements and what to check on your packaging today.

Two ideas: recyclable and recycled content

It helps to separate two things the PPWR pushes on at once. Recyclability is about the end of a package’s life: can it actually be collected, sorted, and turned back into material at scale. Recycled content is about the start: how much of the packaging was itself made from recycled material. A cardboard mailer can be highly recyclable while containing little recycled fibre, and a plastic bottle can contain recycled content yet be hard to recycle if it mixes materials. The regulation moves both levers.

For an online store this maps cleanly onto the packaging data you already keep for EPR reporting. The material and weight you record per packaging type is the same foundation the design rules build on, which is why the practical advice is to get that data right first and let the later duties follow from it.

Design-for-recycling

Design-for-recycling is the principle that packaging should be built so it can be recycled in practice, not just in theory. The PPWR moves toward grading packaging on how recyclable it is and, over time, steering the market away from formats that cannot be recycled well. The common-sense features that make packaging recycle well are consistent across materials:

  • Predominantly one material. A package that is mostly a single material, such as paper or a single plastic polymer, sorts far more cleanly than a composite that fuses several together.
  • Easy to separate. Where components differ, for example a plastic window in a paper box, they should be easy to pull apart so each stream stays clean.
  • No contaminating features. Full-body sleeves, certain inks, adhesives, and coatings can send an otherwise recyclable package to landfill or incineration.
  • Right-sized. Less material per parcel is less to recycle and less to pay for. This also connects to the 40 percent empty-space limit that is already binding for e-commerce from 12 August 2026.

The direction of travel toward 2030

The design duties are a later phase than the 2026 core obligations. Around 2030 the regulation brings in requirements that reshape what packaging is made of and how it is used:
